Your elected Board of Directors has carefully studied the finances and management of LakeLand Village Community Club (LLVCC) and has taken great care in arriving at what we believe is a reasonable budget to improve the good work that is completed daily, monthly, and annually within LakeLand.
In the attached budget for our fiscal year of April 1, 2021 thru March 31, 2022 we are proposing annual dues be raised from $215 to $245 annually.
2020 -2021 Accomplishments – A Reserve Study was secured, and a money market account has been set-up in the amount of $38,087 plus interest; and our legal fund will be replenished for a balance of at least $30,000 by the end of our fiscal year.

Compliance/Patrol Payroll | $6,187 | Duties & wages have increased to include project permit involvement and follow-up. They will continue their review and inspections of common areas owned by LLVCC and of vehicle, RV, and boat parking to help ensure compliance with covenants and resolutions occurs. Inspection drive-arounds will occur Monday-Friday, and for a small additional fee they will monitor unoccupied homes. Please note that the team was and is not responsible for crime prevention in our community. |
Grounds – Common Area Supplies & Maint. | $2,500 | Additional funds are needed for tree removal. |
Property Liability Insurance | $2,500 | Broker looks for best rates yet cost continues to rise due to claims, etc. |
Reserve Account | $16,917 | A professional reserve study (capital needs assessment) was performed by a licensed and certified professional Engineer and Inspector. The result is that we are now complying with RCW 64.90, and have established a reserve account to help ensure that funds are available when major components of our common area assets need replacement or repairs. Each year we are required to deposit an amount into the account that has been established by the reserve study. The reserve study provided five contribution options, and the Board voted to proceed with Option 3. Option 3 requires us to deposit $26,917 during the upcoming budget year. |
We are advocating to increase the responsibilities and pay of some of our existing staff. The reasons are simple, managing the operations of LLVCC requires consistency and a succession plan, and we have confidence that the Manager will effectively lead operations and that the Compliance/Patrol team will boost the capacity and aptitude of the Architectural Control Committee. The team will be directly involved in the project permit processes and follow-up. As a result of these changes, it is expected that the number of volunteer hours that Board members provide to LLVCC will decrease.
Consistency and Succession – Paid LLVCC staff will provide consistency to the operations of LLVCC, as we need one central voice of knowledge and reason, and we have created positions that will back-up one another and provide the wisdom needed to productively manage our community. The Compliance/Patrol team will become involved with the project permit process and follow-up, which will support the Architectural Control committee and creates a succession plan.
Board Volunteerism and Turnover – Several vital members left the Board in 2019 and 2020 (President, Chair of the Architectural Control Committee, Chair of Recreation, and the Chair of Lake Management may be resigning soon). The remaining members have learned that our multiple covenants and resolutions are not quickly absorbed, nor are they easy to interpret. Many members donate 20 -100 hours of their time each month, and even more hours when working on special assignments. It is not wise or sustainable to ask that board members volunteer that much personal time to manage LLVCC. Hence, we have been researching alternatives to effectively run our community while decreasing the time that Board members donate.
Theft and Vandalism –We realize our community faces challenges regarding theft and vandalism, as we live in a rural area without a local police department. Several people have requested that LLVCC install security cameras on the two main entrance/exits to LakeLand. We are investigating this, yet there are stumbling blocks, as the cost is high (at least $30,000 plus on-going expenses), and the Sheriff’s office does not necessarily use film/photos from these types of systems as evidence. Rather than budgeting for cameras, if our membership is adamant that a camera system be installed, a special assessment will be prepared and voted upon.
